Public–Private Partnerships
Oman has expanded the role of public–private partnerships (PPP) as a core tool for delivering national infrastructure and public‑service projects, supported by a modern legal framework under the PPP Law (RD 52/2019) and its implementing regulations. The Government continues to advance a robust pipeline of projects: in 2026, more than 20 PPP and Partnership for Development initiatives were prioritised across education, healthcare, digital services and government facilities, reflecting the broadening of PPP activity beyond the traditional power and water sectors. Current offerings include new concession models for transport, social infrastructure, and digital transformation, alongside opportunities arising from Oman Vision 2040’s focus on private‑sector participation and fiscal sustainability.
AMJ has been at the forefront of Oman’s PPP landscape for decades, advising government entities, international developers, lenders, and private investors on structuring, procuring and delivering complex partnership projects. Our experience spans the full PPP cycle, including project scoping, feasibility assessments, risk allocation, concession and project‑company structuring, bid processes, financing and contract negotiation.
We have acted on many of Oman’s seminal PPP initiatives from power and water projects under earlier models to the new generation of social‑sector, logistics and digital‑service PPPs now emerging under the updated legislative framework.
Our deep familiarity with Oman’s PPP regulatory environment, combined with close working relationships with key public bodies, enables us to guide clients through legal, commercial and operational complexities with clarity.
AMJ’s multidisciplinary team integrates expertise in corporate, finance, procurement, construction, regulatory and dispute‑resolution matters, providing fully integrated support throughout the lifecycle of PPP transactions. We deliver the technical precision and commercial insight required to advance bankable, compliant and efficiently delivered partnership projects in one of the region’s most rapidly evolving PPP markets.
